Until an orbit based on at least one more observation of USA 116
reboosted, after Russell's 980501, I propose the following elset:
USA 116 boost 21:33 Apr.29

It is made with Vec2Tle from the 98108 elset, without adjusting for
observations until Apr.28.0. and with only the assumption that the
reboost was at predicted perigee after the pass SB over California
on Apr.29, with a deltaV to reach the normal 14.72 MM, and fit
Russell's obs reasonably well.
