This is my SGP4 version of Pierre Neirinck's orbit #565 II
(elements for predictions) for 91-17A.
Pierre wrote: 91-17A made an (accidental?) manoeuvre down before
Apr 28.9. No doubt about it since 2 independant observers (Russell
and I) saw it early. - And a correction manoeuver putting it back
nearly at the previous level. No doubt again since we have 2 observers
seeing it late. Finally, between days 117.99 and 121.9, mean ndot/2
was .0000908 which is high but neary normal.
