Kosmos 1076 was a test satellite for the Okean O programme. There is a cross
like feature with various instruments mounted on it.  Depending of which
type of Okean satellite, there are also one or two side looking radars
attached on that cross but I believe Kosmos 1076 did not have any side
looking radar.

I couldn't find any dimentions but maybe Phillip Clark does know something
about that.
