as compared to my prelaunch elset below:

indicates a serious failure of the second stage burn that should have
resulted in an apogee of at least 13000 miles. We may not find out what
really happened but I wonder if the orientation was wrong. The increased
inclination is the first reason for that. The changed RAAN may just be
an error in my prelaunch elset. Those here with better contacts might
weigh in with more info as it becomes available.
