2 Possible IDs

Finally some clear skies here and i was able to get some sat observing in.
As i was looking for Cosmos 1145 #11629 i spotted a flare to the SW, here
are the particulars:
Time : 05:52:50 21 May UTC +/- 2 sec
Elev : 50 degrees approx
Az : 230 degrees
Track: 180 to 330 degrees
It flared to about mag 2 and then dimmed to mag 4. Approx 1 minute after the
first flare, it flared again to about mag 2.5 and then faded and then
becoming visible a short time later.
I have two possible IDs for this, ERS-2 #23560 or JERS 1 #21867. ERS-2
matches the elevation more closely at the time of first spotting it while
JERS 1 matches the timing. I do believe it was ERS-2 but i'm looking for
confirmation. Any help would be appreciated, thank you.
