New elset for 95-66A, USA 116

    Dear Observers
    
    I've fitted an orbit to Russell Eberst's observations of 2000 April 29
    and May 3.  I've tried everything, but I cannot get them to fit with
    e=0.52.  I get a "perfect" fit with a lower figure of 0.046+/-0.001 and
    conclude that the perigee has been raised as well as the apogee.  In
    which case ndot will need to be adjusted downwards.  More observations
    are needed and it's worth staying up late for :-).
