My guess would be that they would like to have an independent third party to re-evaluate the system in light of current situations. Believe it or not, things changed after Sept 11. I can see where now they may decide to restrict access to the commercial photo satellites. You may not like that, but it may be the proper solution. The good side is that those in DOD and NASA don't believe there is a security problem so they aren't going in with a preconceived threat.
