Jonathan, I've sent a DOS program, moonkeps.exe, to your email address. It calculates monthly keps for the Moon. It doesn't put them in TLE format, but you can cut + paste the results, or write a program to do it. I haven't used this for a while, but it gave me accurate data when I used it a year or two ago.
