Here are updated elements using Alberto Rango's and my post-manoeuvre points:

    USA 186 15.0 4.0 0.0 5.3 v
    1 28888U 05042A 08146.85285590 .00006658 00000-0 69138-4 0 05
    2 28888 97.9258 209.1948 0536421 341.1402 17.0588 14.75743343 05
    Arc 2008 May 23.83 - 25.86, WRMS residuals = 0.011 deg

    Actual eccentricity = 0.0533093

In an earlier post, I mentioned that I could not yet rule out that the manoeuvre
was a perigee-raising, instead of an apogee-raising, and I am now fairly certain
that it was the former. The manoeuvre appears to have occurred on 2008 May 22,
within a few minutes of the apogee passage of 18:24 UTC, resulting in about a 5
km raising of the perigee. The arc is still fairly short, hence my lack of
    absolute certainty.
