In fact, why not say all links to images must only point to wikicommons. wikicommons stores photos for free and is the sister site to wikipedia and is used for all of the pictures found in wikipedia. wikicommons has several great licesnses to choose from e.g. "anyone can use for non-commercial purposes as long as original author is credited".
