Suggested IGS correlations

    Russell Eberst has made a couple of key suggestions to correlate the recently discovered IGS objects with specific
    objects. 
    
    He noted that what we had been calling 39063 / 13002C is in fact 11050B / 37814. I agree.
    
    Having removed a puzzle piece from the 13002 launch, Russell suggested that UNID 99143 / 13618A probably belongs to that
    launch, but not necessarily as 13002C. I agree. I had begun to wonder whether 99143 might be USA 116 (95066A / 23728),
    which was presumed to have been de-orbited in 2008 Nov, but Russell's suggestion fits the IGS data very well, so is far
    more likely.
    
    Since 99143 / 13618A is manoeuvring to maintain its orbit against decay, it must be the optical payload, 39062 / 13002B.
    
    We now have sufficient information to solve the remainder of the IGS 8 puzzle. Appended in Section A are our current
    TLEs from that launch, arranged in order of payloads, rocket, adaptor and fairing halves. The TLEs bear our current
    designations. Line zero bears the suggested designations. Three designations would change; the other three would remain
    as they are. These designations derive from the launch profile I have interpreted from the TLEs.
    
    I believe that the IGS 8 rocket inserted the radar payload (A) directly into its present ~510 km orbit, which it
    maintains against drag by periodic thruster firings. The fairing halves and adaptor were jettisoned into the same orbit,
    and are decaying. As with past similar launches, the adaptor decays much more rapidly than the fairing halves.
    
    After deploying the radar, the rocket lowered its perigee to the altitude of the optical payload, which separated into
    that orbit, and subsequently manoeuvred to circularize its orbit and change its inclination to establish a
    sun-synchronous orbit. The rocket remained in the elliptical transfer orbit, from which it is gradually decaying.
    
    The appended Section B lists the suggested correlations of observations reported to-date, in conformance with the
    suggested TLE designations. The observations are listed with (what I believe to be) their originally reported
    designations, which would be replaced as directed in the header. Once we have reached a consensus on the designations, I
    will revise my archive of each observer's observations accordingly, and mail the updated file to each observer.
