Hello Kevin,

Satfit, a Sattools program from Cees Bassa, and the sat databases classfd.tle
and SpaceTrack's Bulk_2014_139.txt, also gave 22176 as the best candidate.
It is the only of almost 15.000 sats that has an rms lower then 0.1
