According to the US Air Force Research Laboratory's Fact
Sheet on the Automated Navigation and Guidance Experiment
for Local Space (ANGELS) which is here

http://www.kirtland.af.mil/shared/media/document/AFD-131204-039.pdf

ANGELS would perform Space Situational Awareness experiments
in the vinicity of its Delta-4 launch vehicle for one year.

ISON orbital elements over the last two months have
consistently shown their objects numbered 145503 and 145504,
believed to ANGELS and the Delta-4, to be slowly drifting
apart so I assumed the experiment had ended. Launch was in
July 2014.

Being slightly above geostationary height these objects take
more than 70 days to complete one revolution of the Earth
relative to its surface and have recently become well placed
for European observers. Last night the Delta-4 was
predicted to be over the equator near 347W whilst ISON data
put ANGELS near 339W. I was surprised to find a faint
object, presumably ANGELS, about 20 arcsec west of the
rocket. I could find nothing near 339W but there could well
be a very faint object beyond the reach of my system.
