I fit the following circular approximations to Sergey's observations:

2 00001  61.3976  65.6034 0000100    .0000 121.5182 15.06820918    0

1 00001U          17132.66730324  .00000000                   0    0
2 00001 117.4080 243.0434 0000100    .0000  56.3408 14.96290923    0

The first one seems the more likely. I checked for NOSS objects that would have been close in RAAN. 76038C / 8835 seemed like a possibility, but failed on closer analysis.
