It sounds like the first thing needed to approach are the photometric- 
and PPAS-record-generating tools. Other analytical tools can come later, 
and these are small enough projects that we can all wrap our heads 
around them. Additionally, they can become modules in future tools.

What do the rest of you think? Which tools are currently least 
maintainable and will be harmed by the apparent changes for 9-digit IDs 
and 3LE?
