Could someone please ID a flasher I saw this morning.

Here are the approximate numbers:
1023 UTC
AZ 180
Elv. 30
Moving SW-SE  
Location  N26.46763    W81.82100    7M

Brightest flash was approx. 2 mag.  The sat was invisible in 10X50
binoculars except for the flashes. It appeared to be moving somewhat
slower than a LEO sat.
