No, just as any Ir, they are just spaced about 25 degrees in longitude, so you may be unlucky. At times, Sun's declination and the RAAN of the orbit conspire to make the longitude of flares almost constant. This is not the case here, rather the P36/61 flare path is very long, and conveniently at both dusk and and dawn for many latitudes from -60 to +60.
