Puzzled at Sighting

    Hi
    Can anybody help me with a puzzling sighting. Tonight 2/11/00 at 17:38 UTC I was
    out looking for Iridium 31 due to flare at 17:39 Az 33° Elev 58° mag. 0.1 at
    this location. I glanced to the NW Az 330° Elev 50° and noticed a flare mag. 3.0
    descending N towards 0° near the star Kochab, time approx. 17:38:30 UTC. From
    all the information
    available I would appear to be OPS 1807 ThAg deb. E (04237/60082E). However I
    have the following doubt's :-
    1) Not been known to Flare
    2) RCS only 1.55 (av. 1.39)
    3) Unknown VMag
    4) Inexperience
    
    Any help would be appreciated
