    SPACECOM reported the decay for  03 November 2000  without any TIP message.
    Based on the last ELSET 00308.458... - and this is only the third after launch
    1995 - MPM delivers the reentry on
                      03 November, 11:01 UTC +/- 02 minutes (4.64N, 33.69E)
    on a ascending pass over East Africa.
    The decay came 18 days after Interball 1 and for the same reason: The perigee
    of the extreme eccentrical orbit (e = 0.937...) was driven down strongly by
    luni-solar effects to 80 km altitude.
