    It replaces the one known as PRN 24 
    
    NAVSTAR 23 (USA 71)

    It's listed to be doing a repositioning maintenance, ie moving it. This means it should now be
    retired from service, after 13+ years of service. 
    
    It will be turned off at 23:00 UTC on Nov 23 for repositioning maintenance. And I would expect it
    won't be turned back on, as they planned to retire it.
