    You are correct. Space-Track posted a TIP Report giving decay at 
     Time: 2008-11-03  04:51:00 GMT  +/- 1 Minute
     Location: 48 S, 151 E (ascending)
    
    That's about 2,030 km southwest of your location, but heading in your direction.
