Kevin made observations over a 25 minute time span.
With the assumption that it was an eccentric object with a fairly
low perigee, Greg Roberts was able to recover it about 11 hours after
    Kevin originally found it.

I have added it to the file of classified objects as 90088:

    Unknown 111102
    1 90088U 11906A 11306.54960461 0.00200000 00000-0 22071-2 0 07
    2 90088 24.0098 20.1879 6957575 184.1009 176.1768 2.75992555 09

The perigee is about 150 Km. This means it will have a fairly high
and variable drag. The drag value in the above elset is just my guess.
