Sensor System Name?

Hi:

I believe that there's a satellite system that listens in the frequency range 136 to 173 MHz or thereabouts for 
sonobuoy, ground based and other sensors/beacons.
It probably has a digital I&Q based receiver that can receive many waveforms.

Just ordered the book "Distributed Sensor Networks, Second Edition: Image and Sensor Signal Processing " which may have
