ORS 1 re-discovered by Fernando Mederos

Fernando Mederos observed a 40 deg UNID satellite on 2017 11 22 UTC:

It correlates strongly with ORS 1 (11029A / 37728). The fourth point is slightly inconsistent with the others, mainly in
that it is about 4 s later relative the ORS 1 orbit.

I offer the following search TLE:

1 70999U 70999A   17326.28866898  .00106988  00000-0  49550-3 0    03
2 70999  39.9939 171.3060 0000564 107.4774 182.3020 15.82420546    04

I determined the above by trial and error adjustment of the rate of decay of the last known TLE (epoch 17292.91342240)
until it closely predicted Fernando's observations. I then propagated the mean elements to the time of the observations.
Allow for prediction time uncertainty of a few minutes, 24 h after the epoch.
