Hi Karl,

I don't see the attachment, but there have certainly been sightings of Falcon 9 upper stages venting fuel while nearing reentry over that part of the world in the past.

See the Zuma launch for what I believe was the most spectacular captured instance.

We would need a time of observation to be more definitive.

Dear all,

Small question: some French observers (in Hérault, close to
Mediterranean sea) signaled a strange object in the sky last night
(November 11), see attached picture. It looks like a rocket stage
loosing its fuel. Could it be a Falcon 9 stage that launched yesterday
the 60 Starlink satellites?
