Comparison of brightness of USA 290 with KH-11 Block 4

Below is a plot of visual magnitude at 1000 km vs. phase angle for USA 290 and KH-11 Block 4, observed by Russell
Eberst.

The 35 USA 290 observations are vastly outnumbered by the 1425 observations of KH-11 Block 4. The former have been
plotted using large orange symbols to enable them to stand out.

The initial impression is that USA 290 and KH-11 Block 4 are similar in brightness. 

I continue to believe that USA 290 is the first Block 5 KH-11.
