QX is not listed as debris.  According to Jonathan, it is a cube sat 
just ejected on Nov 20.

Personally, I don't think it should have an ISS # as it did not go into 
space on ISS.
Since it was launched with HTV 8 on 24.09.2019, it should have a Cospar 
ID starting 2019-062.
But, I don't make the rules.
