I increased the limit to 300 kB as a result of that incident, and I am prepared to increase it further should the need arise.

Whether or not to make and report catalogue obs is a personal choice. I doubt that very many subscribers are interested in performing routine orbital analysis on them. However, catalogue obs that include visual magnitude may be analyzed from time to time to determine standard visual magnitude. Russell Eberst has always reported catalogue observations that include visual magnitude, which form the basis for substantially all of the standard magnitude data of LEO objects produced by the SeeSat-L community.
