It's about 1500km downrange from Plesetsk so it is for the second (core) stage of the Soyuz-2 1B rocket. 

The third stage is sub-orbital and is covered by your Santiago NOTAM that covers the eastern edge of the re-entry zone. A much larger chunk of the zone is covered by a New Zealand NOTAM:
