Looking back, it's similar to an area declared for the Sep 28 Gonets-M launch:
http://www.satobs.org/seesat/Sep-2020/0177.html and an area declared for Nov 24, 02:00 - 03:30.

We're seeing the revised date & time for the Gonets-M launch postponed from Nov 24.
