Incorrect GPS 27 elements

Just scanned Spacewarn Bulletin 515 and it listed the most recent
GPS launch (96056A, #24320) as being in a 61 degree inclination
with other parameters that are not typical of a GPS.  EL960922
has the following for this satellite:

96056  A

Just downloaded EL960929 which has more reasonable elements :

P.S:  Where is the Inmarsat Blok Rkt?  Also assume from another
post that there are two ullage motors in geosynch transfer orbit
