For those of you in the right locations, with good equipment...
Dave Ransom says, in this file:

that the Space Shuttle crew have deployed a small (about 48 cm,
19 inch) satellite, PANSAT ("Petite Amateur Naval SATellite")
that will not be retrieved. Maybe the 22520 elset below, from
Alan Pickup's select.tle, is for PANSAT? I can't get OIG's Web
site to respond right now.
