15027 84055A Cosmos 1569 Flashing

Just saw this at mag 10 1/2. Suddenly flared to mag 6 1/2.  There was 
another flare at 171 seconds. I then lost it. I was moving the
scope by hand and there were a couple of times when it out of the 
field of view.
