Precisely my thoughts too Jay. Besides you would have to have
a "fuel truck" for each inclination used, because inclination
changes reqire so much velocity change. Couldnt have same truck
for 63.6 degree orbits and sun-synchronous. Perhaps somebody
is doing some deliberate misinformation?
