Hi Alan, Based on the Lubbock, TX and Wichita, KA reports, it looks like the C2374 Proton plat predicted TLEs would need to shift about 2 1/2 minutes later to get a good match with the observations. (00:28 for Lubbock, and roughly two minutes later for Wichita). I guess the Lubbock report is the one you'd want to synchronize with, since beyond this time the debris is no longer in a Keplerian orbit.
