    I use Dave Ransom's program "JPL Clock". I keep it running on a dedicated PC
    displaying local and UTC time as well as local time in other cities I am
    interested in (eg Moscow). It displays day-of-the-year in the "location
    clocks", so I set one of these for my local timezone as well. It does not
    display fractions of the day, but Dave Ransom's other program "Astroclock"
    can do this. You can download either program from www.dransom.com.
