Hello All There was a fundamental error in my calculation of an element set for the unidentified satellite. Paul Marsh reported his detailed radio Doppler measurements in British Summer Time (ie UK Daylight Saving). I used the times as if they were UTC - I should learn to read and digest! Taking this into account produces the following element set. It moves the argument of perigee and RAAN compared with the previous one. It is still based on an assumption of 63.4 degrees inclination.
