Object 02-36C is Cat #27466 - Cosmos 2390/2391 SL-8 rocket. The mean motion began increasing anomalously about a week ago and seems to be continuing to increase, so it is likely that the tumble period will continue to decrease. It is currently in sunlight around its entire orbit (which may be related to the shorter tumble period). It is visible north of latitude 30 in the morning and evening sky.
