FIA Radar 1 - post manoeuvre obs and elements

    I had set the alarm to wake me in time to observe 10046A this morning, at ~09:09 UTC, but one of my
    cats (Rusty) woke me hours earlier, which they seldom do. While I was up, I quickly checked e-mail,
    and found a message from Pierre Neirinck, confirming that the object had manoeuvred. Only then, did
    I recall that in his message of Friday morning, Pierre mentioned something about the object having
    been late. I had been distracted before fully comprehending his message, and then totally forgot
    about it.
    
    Fortunately, I had more than an hour to make sense of what the satellite had done, and with minutes
    to spare, got into position to track it at 07:31 UTC, running some 5 min late, relative the latest
    known orbit. I managed three positions on that pass, and five on the next. I fit the following
    preliminary orbit, then observed it again near 11:00:14 UTC. My mag 7 reference stars had become
    invisible in the bright twilight several minutes earlier, but 10046A was easily seen, and I timed
    its passage through the centre of my FOV, which agreed with prediction to within 1 to 2 s. Based on
    that, the preliminary elements should be accurate to within ~30 s tonight. Pierre may have made some
    observations several hours earlier, which would help refine the elements.
