I don't agree with your analysis.
In fact any variant of 0 to 0000 is displayed as 0 and logged as 0000. If
more than four digits, the trailing four are used, but more displayed. If
it contains no non-numerics,  ObsReduce uses 0; with numbers > 9999 the
trailing four digits will be used.
In the .ini file the rules are similar, but numbers > 9999 are matched
correctly in the sites.txt file, and might be verified by its position  in
the drop down list.
