i run obsreduce v1.3 on my 32-bit vista machine with a user profile and don't 
have this problem...

a quick search turns up that CSTEXT32.OCX file in my windows\system32 
directory... i think i had to install obsreduce using my admin account so that 
files would be written to the proper places... but that was back in december of 
2013 and i really don't recall the few dances i went through...

i do know that some files are written to other places than one would normally 
expect and it took me a while to locate them to get my location and a few other 
settings handled...

is your system 32bit or 64bit? does that OCX file live in your 32bit area of the
