Very good practice, Scott ! Will you be using 991xx again, or extend it (to
99xxx?).
I think every observer should adopt a personal, non-overlapping series to
avoid confusion in analyzing (even in TLEs) !
Indeed the 99 series is used by too many (as well as 70xxx for TLE)
