Scott and I have been using this design for a while now. He started
with 991XX, I started with 990XX and then continued with 994XX as I
had assigned some 992XX and 993XX to Kevin's and other peoples
unknowns.

In principle there is no problem reusing numbers in these series at it
takes a while to fill them up so the YYNNNA numbers will still
differentiate them.

We should be aware that we are tracking some 99XXX but never linked
them to a launch. At the moment 10 of them are in classfd.tle (99079,
99091, 99096, 99207, 99208, 99210, 99212, 99221, 99224 and 99406). We
don't want to reuse those.
