Thanks very much to all of you who responded to my questions about Sich. 
I have a very sketchy idea about how to classify all the objects in 82.5 
inclination orbits.  Apparently there are at least two families, a type of 
heavy ELINT and a remote-sensing, ocean-observing, (Geoff, I think you are 
saying) weather satellite.  A few of the ELINTs (and those which are not 
classified below) have been observed to flash wildly, namely, C* 1703, 
1892, 1933, 1953, 2058, 2151, and 2242.  I can hardly ask someone to fill 
in all the gaps in this skeleton, but I would be grateful for any 
information, especially about how to classify these satellites.  Another 
somewhat daunting thought is that similar satellites might be in orbits of 
a different inclination.
