I don't see that Kurt asks for more elsets, but this may be of use
for other analysts:

To my knowledge, Ted Molczan always uses the latest elsets available 
from TS Kelso, which is the core of the TL files at RPV.
RPV has a directory file of all its TLE files, RPVTLE.ZIP ( not 
included in their regular file lists, RPV.ZIP )
According to this list, a few weeks back, the TL files are available
from May 12, 1994, and have grown from 91K to 101K (zipped).
Some TLENNNN.ZIP files from 1988 to 1989 are available, which are
exact (?) copies of the Kelso files. From 1990 they alternate between
8K and 30K zipped, from 1992 on they are nearly all 40K-52K.
He also has the Molczan files (N2L-001 to N2L-276 in my list) 

Note that the TL and TLE files are three times per week, wheareas the
Molczan files are weekly, and are 67K recently)

He also carries TS Kelso's yearly archives from 1983 on!
The first one is <1K, but they grow rapidly, 1988 is 275K
These should also be available on ftp, from TS Kelso's
archive.afit.af.mil        ftp:pub/space

There are also recently huge files, up to 1400K, from GSFC, collected
by Phillip Clark.

Last, but not least, he has put all this on a CD-ROM, which is now
sold out, but if there is sufficient interest, he may produce 
another, early 1996 !
