I observed Lacrosse 1 last night (Sept. 3 around 04:00 UT, don't have the exact time handy right now), and it matched its predicted elements quite well. So I don't think that it changed its orbit recently. Also, I observed the USA 125 rocket last night. According to Skymap, it was predicted to reach its culmination near Gamma Draconis at 03:17:01 UT, and it was approx 30 seconds early.
