No, Pierre uses as much observations as possible and determines
ndot with the highest possible precision. I should have added:

92-83A  orbit #306 from 11 observations Aug 13-27
95-66A orbit #76 from 10 observations Aug 14-26
96-72A orbit #110 from 9 observations Aug 22-27
