I wrote a private answer to Eric, noting that VEC2TLE (in V2L9yww.zip)
does just that.
Here is a description on how it can be done :

Save the above three lines (or the entire message) on a file, and
start VEC2TLE and select this file from File / TLE Input File menu.
Also select a suitable output file from the file menu.
On File / Data Output Options I set Two-line Elements to
'Append new TLEs'
Choose Settings / Epoch Control / Vector Time
Choose Compute TLE / Impulsive Delta-V
(You can set -1 for drag parameters that can be computed from
other drag parameters, or modify other elements )
I changed Bstar to 0.10000E-3 and ndot/2 to -1
Press OK, select the Ignition Time ( =Epoch in this case ) format
and enter the desired time (1997266164400.).
Accept the 0.0 Burn values.
The Epoch in the displayed elset (97266.6972222) is 16:44
The (true anomaly?) 273.33+155.06-360 = 68.39 is close to
Plesetsk.
On the selected output file, you will find:

You can use ORBITEL.EXE /O /N output.tle to add orbital heights:
