Okean 3r should be about 2 degrees above Cosmos 1626r, Ascending a few degrees to the left og beta and gamma Ursa Minor at 21:07 EDT. They should be very close for the entire East coast of the USA. I checked the pass in two other east coast USA cities: For Boston the 2 objects are about 2 degrees apart and pass under the handle of the Big Dipper at 21:05 EDT. For Atlanta the objects are within a degree of each other in the Eastern sky, passing over beta-Cas at 21:08 EDT.
