mystery object

I guy ("leslie" <lesbod@globalnet.co.uk) on the weather satellite list has
something that has stumped him. He saw something on an apt photo that LOOKS
like a rocket body or something that was in a lower orbit than the wx bird.
The thing I can't figure out is how it would get an image since the wx
sat's camera is spinning twice per second and records a very narrow slice
each rotation.
I think the satellite that took the picture was either Meteor 3-5 or Resurs.
